<p>There’s been a lot of buzz around smart meters recently, and for good reason. These devices have the potential to save consumers money on their energy bill while reducing energy consumption and slashing emissions. The use of smart meters has seen significant growth too and at the end of March this year, there were around <a href="https://ib1.org/wp-content/uploads/2025/08/Q1_2025_Smart_Meters_Statistics_Report.pdf" data-type="URL" data-id="https://ib1.org/wp-content/uploads/2025/08/Q1_2025_Smart_Meters_Statistics_Report.pdf">39 million smart</a> and advanced meters in homes and small businesses across the UK. </p>



<p><strong><em>So what is a smart meter?</em></strong></p>



<p>A smart meter is a device that records and transmits your utility usage directly to your supplier, while also giving you insights into your own consumption. Most people are familiar with these household<em> energy</em> smart meters but much less so with <em>water</em> smart meters, which differ significantly in their design, purpose, and implementation.&nbsp;</p>



<h5><em>Not all smart meters are created equal</em></h5>



<p>Smart water meters record a household’s water use and automatically send this information to the water company. According to Anglian Water, they can help customers detect leaks early, monitor their consumption, and receive alerts if their bill is unusually high. And, by encouraging more efficient water use, smart water meters play a valuable role in helping the UK move toward its net zero goals.</p>



<p>However, compared to energy smart meters, water smart meters typically offer less granular data and limited historical records &#8211; factors that can reduce their overall impact. <em>You can explore the key differences between the two systems in the table at the bottom of this page.</em></p>



<h5><strong><em>Why does the Water Sector matter for net zero?</em></strong></h5>



<p>The water sector is an energy intensive one. In fact, the movement and treatment of water is said to create around <a href="https://www.water.org.uk/protecting-environment/climate-change" data-type="URL" data-id="https://www.water.org.uk/protecting-environment/climate-change">3 million tonnes</a> of greenhouse gas emissions each year. This is because every time someone uses water, whether it’s turning on a tap, flushing a toilet, or doing laundry, energy is used to pump and treat drinking water, distribute it through the network, collect and treat wastewater.&nbsp;</p>



<p>The more water we use, the more energy is needed, which leads to higher carbon emissions. And, we’re seeing a rising demand and consumption of water in the UK, with seven regions in England on track to become severely water stressed by 2030. If we are to reach our net zero targets, curbing our water consumption and preventing water wastage, should be top of the agenda.&nbsp;</p>



<h5><strong><em>What can we learn from energy smart meters?&nbsp;</em></strong></h5>



<p>While the water sector faces its own unique challenges, it can draw valuable lessons from the energy sector’s experience with smart meters. The rollout of energy smart meters is further advanced but has not been without difficulties &#8211; ranging from incomplete deployment to inconsistent functionality. Both the successes and the setbacks in this journey could provide the water sector with a useful blueprint to follow.</p>



<p>These lessons also hint at a larger problem that the technology itself isn’t enough. To fully unlock their benefits (whether in energy or water) we need a way to make smart meter data more accessible, usable, and secure.</p>



<p>That’s where smart data schemes come in. And, propelled by the recent passing of the <a href="https://www.legislation.gov.uk/ukpga/2025/18/contents">Data (Use and Access) Act</a>, smart data schemes could unlock the value of smart meters, paving the way for a much smarter energy system. </p>



<h5><em>But<strong> what exactly is a smart data scheme?</strong></em></h5>



<p>A smart data scheme is a framework that enables secure, customer-authorised data sharing between organisations. It supports <em>Smart</em> <em>Data</em>, which is &#8220;<em>the process of sharing customer data, upon a customer’s request, with authorised third parties in a secure way. The term ‘Smart Data’ is often used interchangeably with ‘open X’, where X is banking, finance or any other sector”.&nbsp;</em>(<a href="https://www.gov.uk/government/calls-for-evidence/developing-an-energy-smart-data-scheme/developing-an-energy-smart-data-scheme-call-for-evidence-html#:~:text=Smart%20Data%20is%20the%20process%20of%20sharing%20customer%20data%2C%20upon,finance%20or%20any%20other%20sector." data-type="URL" data-id="https://www.gov.uk/government/calls-for-evidence/developing-an-energy-smart-data-scheme/developing-an-energy-smart-data-scheme-call-for-evidence-html#:~:text=Smart%20Data%20is%20the%20process%20of%20sharing%20customer%20data%2C%20upon,finance%20or%20any%20other%20sector.">Department for Energy Security &amp; Net Zero</a>)</p>



<p>A prime example of a smart data scheme, already in action, is Open Energy. You can think of Open Energy as a smart data scheme, like <a href="https://www.openbanking.org.uk/" data-type="URL" data-id="https://www.openbanking.org.uk/">Open Banking</a>, but for the energy sector. It allows consumers and innovators to securely access and share energy data &#8211; unlocking better services, smarter tariffs, and encouraging more sustainable behaviour.&nbsp;</p>

<h5><em>What&#8217;s the connection between smart meters and smart data schemes?</em></h5>



<p>To put it simply: smart meters are the source of the data but smart data schemes are the key to creating meaningful impact with this data.&nbsp;</p>



<p><em>“These meters create datasets that could accelerate energy efficiency and help encourage sustainable behaviours, but the data is currently challenging to access. With the ability to see exactly how much energy they use and when, consumers can optimise their habits and take advantage of smart tariffs that incentivise energy use during off-peak periods. This creates immediate financial benefits for households and drives the adoption of “smart” energy systems across the country.&nbsp;</em></p>



<p><em>A Smart Data framework leveraging Smart Meter data could amplify these benefits by accelerating the use of flexible energy tariffs and technologies. Empowering consumers with real-time energy insights ensures that the transition to clean power is not just a policy objective but a grassroots movement supported by informed citizens.” Startup Coalition and TBI project &#8211; Smart Data Report.</em></p>



<h5>Smart Data in action </h5>



<p>A live example of a <em>cross-sector </em>smart data scheme is our <a href="https://ib1.org/perseus/" data-type="URL" data-id="https://ib1.org/perseus/">Perseus</a> project, which connects half-hourly smart meter data &#8211; with permission from SMEs &#8211; to the financial sector. This helps to unlock green financing from banks to accelerate SME decarbonisation efforts. In other words, it links real economy data to the financial economy through a smart data scheme.&nbsp;</p>

<h5><strong>Similarities and differences between household energy and water smart meter systems&nbsp;</strong></h5>

<li>Write to the appropriate level of seniority within companies to highlight the opportunity to reduce work duplication.</li>



<li>Leverage the next round of Ofwat Innovation Challenges to encourage colleagues to use Stream for any potential data sharing.</li>

<li>It was <strong>agreed</strong> that it would be worth creating a standardised information content that companies could share across their internal networks</li>

<li>It was noted that <strong>external</strong> organisations are lacking in understanding of what Stream is about.

<li>It was <strong>noted</strong> that the Stream team has put in a <a href="https://drive.google.com/file/d/16pofMs1WW261LGw3Dm1F1wnfIcIuiXb8/view?usp=drive_link">concept note</a> for the <a href="https://newcommons.ai/">New Commons Challenge </a>and if they make it through to the next round (receive notification on 16th June), the Steering Group members will be notified.</li>



<li>It was <strong>noted</strong> that Phase 3 collaboration agreements need to be signed by August 2025 to ensure a smooth funding transition, with Northumbrian Water</li>



<li>It was <strong>noted</strong> that due to the lack of pillar champions for the next quarter, success would be measured by outcomes rather than objectives.</li>



<li>It was <strong>noted</strong> that the Q3 outcomes for each pillar will be:
<ul>
<li>Use case and datasets: improving data quality and consistency, publishing the APR dataset, expanding the value of DWQ dataset, and offering member support</li>



<li>Ecosystem: developing a focused marketing strategy to increase awareness and trust in Stream, and organising and running upcoming events and festivals&nbsp;</li>



<li>Operations: engaging internal stakeholders, mapping member company goals for this AMP and internal goals, and resetting the strategy for the Stream team</li>



<li>Technology: operationalising and integrating Stream’s tech stack, and a plan for implementing a clear actionable reporting analytics framework that meets the needs of Stream</li>

<li>It was <strong>discussed</strong> that there are no set target levels or percentages for data quality, and that in Q3 the product team will analyse the current state of the datasets, and look to set an achievable goal in Q4 with member companies.&nbsp;</li>



<li>It was <strong>discussed </strong>that certain performance commitments could be supported by open and shared data and therefore leveraged by Stream to garner attention and support from senior executives within water companies to help galvanise members around a key mission.</li>



<li>It was <strong>agreed</strong> that per capita consumption (PCC)&nbsp; is a key priority for the Steering Group, followed by river water quality and leakage.</li>



<li>The updates from the Advisory Group 1 were <strong>noted</strong>:
<ul>
<li>It was <strong>noted</strong> that AG1 did not recommend creating a new dataset to answer the common EIR request of ‘what do you put in my drinking water?’.
<ul>
<li>Instead, AG1 members proposed to improve the tagging of the existing dataset and signpost people to existing content such as the DWI website and company websites.</li>
</ul>
</li>



<li>To address the use case prioritisation list, it was noted that AG1 members recommended three key steps:
<ul>
<li>Explore the proof of concept of customer data sharing between different water companies who share customers</li>



<li>Prioritise the Collaborating on Lead use case</li>



<li>Explore a roadmap and proof of concept for Asset Performance / Condition Based Monitoring use case</li>
</ul>

</ul>
</li>



<li>The updates from the Advisory Group 2 were <strong>noted</strong>:
<ul>
<li>It was <strong>noted</strong> that AG2 members had also made a recommendation to the Steering Group around a suitable tech stack for the team and members to use moving forward.</li>



<li>It was <strong>noted</strong> that the recommendation was to keep the tech stack simple so that the tools could be seamlessly switched from NWL to an autonomous Stream platform when it’s appropriate to do so.</li>
</ul>
</li>



<li>Finally, it was <strong>discussed</strong> whether the pillar champion period should extend from three to six months and that all members need to nominate a champion to support the success of the project.&nbsp;</li>
</ul>

<li>the Citizen Science work that has been taking place as part of the Cleaning Up the UK’s Rivers and Seas use case. It was <strong>noted</strong> that there are three upcoming blogs that will be published as part of a collaborative piece of work undertaken by Stream and the ODI.</li>
</ul>
</li>



<li>The group discussed the question: “<em>What problem do you passionately want to solve?”</em>
<ul>
<li>It was <strong>agreed</strong> that it would be worth creating a Venn diagram of all water companies&#8217; needs, organisational priorities and pressures to highlight common areas where they can come together, as well as any regional alignment.</li>



<li>It was <strong>discussed</strong> that there may be links to other sectors and the Venn diagram may help to unlock opportunities outside of the water sector as well.</li>

<li>Post-graduate students developed a communications and marketing strategy for Stream&nbsp;</li>



<li>Ideas included:&nbsp;

<li>The creation of an ambassador group called Stream guardians to work specifically with universities&nbsp;</li>



<li>Launching a sustainability campaign within the universities&nbsp;</li>



<li>Making the Stream logo feel less corporate to connect further with universities&nbsp;</li>



<li>Extending Stream’s storytelling through the use of posters for public transport and across social media platforms</li>
</ul>

<li>It was noted that the next step is to co-work with the product team to understand which marketing ideas best serve Stream’s ecosystem strategy and are most feasible with the available resources, before bringing this back to the AGs&nbsp;</li>

<ul>
<li>The use cases pillar is focusing on working with a partner and exploring the process for dataset progress and tracking&nbsp;</li>



<li>The ecosystem pillar is looking at ensuring that the comms and marketing strategy is effective in showing the benefits seen from releasing data on the platform&nbsp;</li>

<li>Playbacks from the working groups were given to members:

<li>The Open Data Day working group noted successes, with amazing feedback on the hacks&nbsp;

<li>The V-KEMS event brought out in depth questions for additional research&nbsp;</li>



<li>The DreamCode Hackathon showed interesting approaches for engaging with younger people and citizen scientists&nbsp;</li>
</ul>

<li>It was noted that the Governance working group created a decision tree to understand how each item should go through Stream and to help build interesting agendas. Additionally, the groups were discussed, with a focus on the type of people needed to get the correct advice during sessions.&nbsp;</li>

<li>Reflections from State of Open Con 2025 <strong>noted</strong> that if Stream endorses its data being fully open and for it to be accessed by AI systems, then a fully open licence would be appropriate (such as CC0), as attribution licences are difficult when combined with LLMs and AI systems</li>



<li>It was <strong>noted</strong> that for some water companies, the AI conversation is in the early stages, with aligned thinking between data and IT teams needed</li>



<li>It was <strong>noted</strong> that on the large AI sites it takes multiple prompts to get to Stream.&nbsp;</li>



<li>It was <strong>discussed</strong> that in the long term, as the volume of and confidence in the data grows, Stream could play an active role as a trusted source of data for AI</li>
</ul>
</li>
</ul>



<ul>
<li>Inputs for the Legal Working Group were <strong>discussed </strong>and members were asked the question <em>“</em><em>Does anyone have any legal agreements to facilitate data sharing that we can take into the working group to help build out the understanding?</em>, with further feedback from members and their teams to be shared asynchronously&nbsp;</li>



<li>It was <strong>noted</strong> that updates to the architecture have been made, to include reporting and analytics</li>



<li>It was<strong> noted</strong> that the Q1 OKRs are being worked through, including:&nbsp;

<li>The discovery and user research for citizen science has been completed</li>



<li>The use case theme pages are being worked on</li>



<li>To assist in reaching the 10% increase in members a survey was sent out at the start of the quarter to assess where improvements could be made, a second survey will be conducted at the end of the quarter to understand further insights&nbsp;</li>
</ul>

<li>The Q2 OKRs were <strong>discussed</strong>, with a focus on the questions:&nbsp;

<li>When deciding and implementing the next highest strategic priority technical capability for Stream’s future architecture, it was <strong>noted</strong> that analytical capabilities are key for demonstrating value&nbsp;</li>



<li>It was <strong>noted </strong>that there is a need to define how Stream is a stable and user friendly platform, and that this may require using both qualitative and quantitative measures to understand this.&nbsp;</li>

<li>The CReDO project was presented to members and it was <strong>noted </strong>that the project:
<ul>
<li>presents the opportunity to understand how water assets may fail due to climate change, and further how sharing data across the water sector, and between sectors, will support the development of a comprehensive approach to the protection of key infrastructure assets.</li>



<li>hopes to work with Stream to ensure data structures are consistent and can be included in the CReDO platform.</li>



<li>would like to be positioned as Stream’s “cross-sector, shared data use case” to achieve critical data sharing that builds on Streams Trust Framework approach.</li>
</ul>
</li>



<li>The CatchOps project, focussed on changing the way catchments are viewed, was presented to members and it was <strong>noted</strong> that:&nbsp;
<ul>
<li>the project is looking at demonstrating operational workflows in the field, across multiple organisations, against the backdrop of addressing environmental harm across catchments.</li>



<li>the project is ambitious and has been broken down into different capability areas for catchments to be managed, one of which being data driven decision making and data sharing across sectors.</li>



<li>the outcomes of embedding standard workflows and procedures will be connected to environmental benefits and the implementation of Nature Based Solutions.&nbsp;</li>



<li>The members were asked the question &#8211; <em>“If there is a wave of legislative change and policy that will govern the integrated management of catchments, how do we today start to understand what different catchments and their operational remits look like?”</em></li>
</ul>
</li>
</ul>



<ul>
<li>It was <strong>noted</strong> that synergies should be seen between CatchOps and the catchment use case Stream is working on, with demand on the same data resulting in the potential for a cross-sector shared use case</li>



<li>The Q2 OKRs for the ecosystem and use cases and datasets pillars were <strong>discussed</strong> in two breakout groups with a focus on the questions:&nbsp;

Oversight of, and endorsement from, this group will establish a lasting set of robust governance measures to ensure data is shared safely and with the correct regulations.</p>

<li>Water companies may need to revisit the risk assessments in their triage regarding open licenses and ai. <li>There could be merit in bringing the sector together to understand if there&#8217;s commonality in the AI guardrails and strategies being developed. </li>



<li>Being at an early data standpoint could be beneficial for Stream as it provides the opportunity to make the data AI ready.</li>

<li>Members were given an update on the work of the pillars:

<li>The use case and datasets pillar <strong>noted</strong> a focus on the Cleaning up UK Rivers, Lakes and Seas use case, relevant datasets will be standardised by the end of February</li>



<li>It was <strong>noted</strong> that the operations pillar is looking to spin up 3 working groups to work on their achievement states and OKRs.</li>



<li>The technology pillar <strong>noted </strong>a focus on taking the time to review Stream&#8217;s technical suite after being operational for a short time and working through any gaps. </li>



<li>The ecosystem pillar is working towards Open Data Day with the primary challenge statement linked to the Cleaning Up UK Rivers, Lakes and Seas

<li>Members were given an update from the AGs:

<li>It was <strong>noted</strong> that AG1 hosted an external speaker, with rich conversations around <a href="https://waterinnovation.challenges.org/winners/river-deep-mountain-ai/">River Deep Mountain AI</a>. AG1 discussed how water company data will be funnelled through Stream to RDMAI to ensure companies can meet the standards for scalability.</li>

This tool will be used to send email notifications to the product team about things that happen on the platform.</li>

<li>Additionally, the Clean Up UK’s Rivers, Lakes and Seas will be the main focus for Stream for at least the first two quarters of 2025.</li>
</ul>
</li>



<li>In terms of the Ecosystem pillar, the focus is on building brand presence and trust.</li>



<li>Any members are welcome to join RDMAI demo days to learn more about the project, the techniques and parameters.</li>



<li>The Clean Up UK’s Rivers, Lakes and Seas use case was scored 6/8 using the value framework, which was very high in comparison to other use cases in the backlog.</li>



<li>The Stream product team needs support from members to help build out the ecosystem for the Clean Up the UK’s Rivers, Lakes and Seas use case.
<ul>
<li>These actions are detailed above and a list of organisations has been sent to the members to share any relevant contacts with the team.</li>
</ul>
</li>



<li>Open Data Day will take place from 1-7th March and this will be Stream’s first Hackathon event.
<ul>
<li>The incentive for university participants is the opportunity to speak to water companies and have their ideas taken forward after the hack</li>

<li>The River Deep Mountain AI (RDMAI) team would provide the names of water company contacts supporting the RDMAI project.</li>

<li>Water company data will be funnelled through Stream in partnership with RDMAI to help set standards everyone can meet for scalability.</li>



<li>Open Data Day will be targeting four nodes, with two already agreed:

<li>the idea is to run a Hackathon with University support&nbsp;</li>



<li>framing is key when approaching the question about catchments, to recognise the impact that water companies and other stakeholders both have on the catchment without being seen as deflecting the blame</li>



<li>this will be the 3rd time that Stream has run a Hack on a similar topic, positioning the Hack to show the evolution of the ability to bring data together to get results&nbsp;</li>
</ul>
</li>
</ul>



<ul>
<li>It was <strong>agreed</strong> that Stream will register for UNWDF Commit2data, in line with turning action into impact and progressing the SDGs, and to put in place a process so that such initiatives are monitored on a regular basis.&nbsp;</li>



<li>Members were given an OKR status update. It was <strong>noted</strong> that:
<ul>
<li>looking at the Technology pillar, the NSOH going live was a major milestone for the maturity of Stream&nbsp;</li>



<li>discovery planning for the next use case, Cleaning Up UK Rivers and Seas, will begin in December&nbsp;</li>



<li>the Ecosystem pillar delivered the key OKR, successfully planning and running Open October&nbsp;</li>



<li>the Operations pillar hosted the first wisdom sharing session around data literacy</li>
</ul>
</li>



<li>An update from the AG co-chairs was provided and it was <strong>noted</strong> that both groups had positive feedback from discussions on the Catalyst Bid&nbsp;

<li>AG1 <strong>noted </strong>how Stream could support AI strategy and smart meter data management and the length of time other projects have taken to reach BAU status</li>



<li>AG2 <strong>noted </strong>the potential for Stream to integrate into international initiatives and what this process would look like</li>

<li>Bid questions were posed to members for review and discussion:

<li>What is innovative about your entry and why is it not BAU?

<li>It was <strong>noted</strong> that the resource, capacity and commitment is an ongoing challenge for many members. It was <strong>discussed</strong> that increasing executive buy in and showcasing value and benefits is necessary to build confidence and participation.</li>



<li>It was <strong>noted</strong> that Stream can build a playbook of use cases to refer to, highlighting the significant progress made in the last 12 months &#8211; going from a basic website to complex use cases and the NSOH use case completion</li>



<li>The learning curve in getting to external data sharing was <strong>discussed</strong>, linked to the potential to tackle more complex use cases and ecosystem refinement as Stream progresses&nbsp;</li>
</ul>

<li>What is the need/opportunity your entry aims to address and what has already been done?&nbsp;

<li>It was <strong>noted</strong> that there are opportunities to unlock the value of the existing citizen science data ecosystem. No actions were recommended.</li>

<li>For this use case a focus on data standardisation and creating guidance around standards was <strong>discussed</strong>, to move towards greater levels of trust in the data produced by citizen science&nbsp;</li>

<li>Members were updated on the EIR State of Play and it was <strong>noted</strong> that:

<li>A schema, triage documentation and standard values have been agreed </li>



<li>A data sharing agreement draft is ready to share with member legal teams&nbsp;</li>

<li>Supply and waste boundaries strategy change updates were provided and it was <strong>noted</strong> that all Stream members will be asked to publish NAV free boundaries and then NAV layers will be requested to have the most up to date data</li>

<li>How do we demonstrate that STREAM is not yet BAU and merits further innovation funding by showcasing collaboration, adaptability, and scalable solutions that deliver long-term value for household customers through proven, risk-tolerant approaches?

<li>It was <strong>noted</strong> that the innovative nature of Stream itself needs to be emphasized. Creating a visual was <strong>discussed</strong>, to show Stream is laying a trail of initiatives that are becoming BAU but that the project is still in a transformational phase</li>



<li>It was <strong>noted</strong> that describing the BAU team as BAU could be considered counter-productive, and the name &#8216;change leaders&#8217; was proposed for the team</li>



<li>It was <strong>noted</strong> that data governance is still innovation &#8211; good data governance is not solved yet and good data governance drives innovation </li>

<li>Members were asked for their thoughts and inputs on the Catalyst Bid, with two questions posed:

<p>In November, we brought together Stream’s Advisory Group 1 (Market &amp; User Needs) which comprises subject matter experts from 16 water companies and other industry stakeholders. Co-chaired by <a href="https://ib1.org/">Icebreaker One</a> and <a href="https://www.nwl.co.uk/">Northumbrian Water </a>, this group advises and supports the project partners as they commence work on Stream’s <a href="https://ib1.org/2023/05/22/stream-wins-further-funding-from-the-ofwat-water-breakthrough-challenge/">Implementation Phase</a>.&nbsp;</p>



<p>November’s AG1 meeting was aimed at:</p>



<ol>
<li>Updating members on the status of pillars BAU activities</li>



<li>Discussing inputs for the bid</li>



<li>Reflecting on Open October and looking forward to Open Data March 2025</li>
</ol>

<p><strong>Summary:</strong></p>



<ul>
<li>It was <strong>agreed</strong> that members will support ecosystem engagement by reaching out to their connections and re-sharing Stream posts to their networks on LinkedIn. Capturing how data is being used to drive value.&nbsp;</li>



<li>An Icebreaker question was put to members:
<ul>
<li>How do we demonstrate that STREAM is not yet BAU and merits further innovation funding by showcasing collaboration, adaptability, and scalable solutions that deliver long-term value for household customers through proven, risk-tolerant approaches?
<ul>
<li>The time it could take to reach BAU was <strong>noted</strong>, with projects like Stream often taking up to 5 years to reach this point</li>



<li>It was <strong>noted</strong> that there is a need for an active community to provide insights and give input on Stream’s focus</li>



<li>It was <strong>noted</strong> that the foundations for data sharing are present, but it is demonstrating initiatives like the NSOH that show the ability to keep innovating&nbsp;</li>



<li>It was <strong>noted</strong> that a demonstration of moving into BAU would be the maturity levels of the water companies around open data capability, covering dedicated resourcing, the building into new development projects and an open data publishing stream to publish by default and alignment to the Stream standards</li>



<li>It was <strong>noted</strong> that Stream demonstrates how the industry is progressing visibly which strengthens internal motivations to move towards open data maturity</li>
</ul>
</li>
</ul>
</li>



<li>Members were asked for their thoughts and inputs on the Catalyst Bid, with two questions posed:  
<ul>
<li>1. What is the need or opportunity your entry aims to address?
<ul>
<li>Trust and transparency within the sector was <strong>discussed</strong> and it was <strong>noted</strong> that there is still a lot to be done &#8211; the more this can be built, the better from a customer point of view&nbsp;</li>



<li>It was <strong>noted</strong> that the need for equal access should be emphasised, where the same datasets are used by all, stakeholders all have access to the same information &#8211; this links to equality in the market and being able to build new products and services equally&nbsp;</li>



<li>It was <strong>noted</strong> that the severity of the challenges the industry faces need to be highlighted&nbsp;       </li>
</ul>
</li>



<li>2. What longer term impacts and benefits will the entry provide for the wider water sector once the project has been completed? 
<ul>
<li>It was <strong>noted </strong>that referencing projects that are further ahead would be beneficial to point to the potential of Stream &#8211; such as the NSTA example</li>
</ul>
</li>
</ul>

</ul>



<ul>
<li>Members <strong>discussed</strong> Open Data Day next March and it was <strong>noted</strong> that a high-engagement hackathon would be considered a success and provide an opportunity to take forward ideas into an innovation challenge</li>



<li>University outreach was <strong>discussed</strong> with key points being <strong>noted</strong>:
<ul>
<li>Reaching out to existing contacts is the recommended approach, rather than cold calling</li>



<li>Universities and their students would likely be willing to engage in hackathons, especially where industry professionals will be judging their work &#8211; it being highlighted<strong> </strong>that the Open Data Day in March provides an opportunity to broaden academic outreach and build further connections within the university sphere</li>



<li>LinkedIn is used by academics and should not be discounted as a platform for engagement&nbsp;&nbsp;</li>



<li>Members were asked to let the team know of any connections with universities or specific departments to assist in reaching out</li>
</ul>

</ul>

<p>In October, we reconvened Stream’s Steering Group which comprises experts that represent water companies, regulators, research, innovation bodies and government.&nbsp;</p>



<p>Co-chaired by <a href="https://icebreakerone.org/">Icebreaker One</a> and <a href="https://www.nwl.co.uk/">NWL</a>, the group’s primary function is to help provide leadership and market signaling. Oversight of, and endorsement from, this group will establish a lasting set of robust governance measures to ensure data is shared safely and with the correct regulations.</p>

</ol>

<li>It was <strong>agreed</strong> that Steering Group members will vote on the direction of Stream travel and not an explicit commitment for individual organisations</li>



<li>It was <strong>agreed</strong> that anything to be presented to the Steering Group must be in an addressable form such as a slide or document</li>



<li>The best way to formally endorse the final draft of the strategy for open data for the water sector was <strong>discussed:</strong>&nbsp;

<li>It was <strong>agreed</strong> that the strategy for open data for the water sector can be signed off by the Steering Group.&nbsp;</li>
</ul>

<ul>
<li>In response to the key question: What would best support Stream’s work at a strategic level within your organisation? It was <strong>noted</strong> that:&nbsp;
<ul>
<li>Communicating the successes of Stream internally and across organisations would be beneficial to making the business case. Creating a good layer of understanding through central internal communications can create a crossover between day to day activities and the open data strategy and how they link together&nbsp;</li>



<li>A newsletter would help with internal engagement, acting as a useful tool to provide a consistent view of Stream&#8217;s direction of travel and strategic aims.</li>
</ul>
</li>



<li>It was also <strong>noted</strong> that:
<ul>
<li>AG members have been engaged with the pillars, using the Miro board to gather feedback and create discussions in the sessions</li>



<li>The Miro board has been an effective tool in providing insight and input into Stream’s strategic plan, with the Advisory Group chairs feeding back that good progress is being made on datasets, OKRs and the use of the strategic pillars.&nbsp;</li>



<li>Feedback is to be given and incorporated into the Miro board in order to finalise a proposal for sign off at the next Steering Group meeting</li>
</ul>
</li>
</ul>



<ul>
<li>The voting process was <strong>discussed</strong> and the idea to send a pre-voting document out to inform members of upcoming decisions and for circulation within organisations was<strong> noted</strong>:</li>
</ul>

<li>Using the Miro board, a consolidated view of the achievement states was <strong>discussed</strong>:&nbsp;&nbsp;

<li>It was <strong>noted</strong> that the proposed strategy for the 2025 achievement states has good ambition, scope and practicality&nbsp;</li>



<li>It was <strong>noted</strong> that work needs to be done on how the ecosystem pillar relates to the operational pillar&nbsp;</li>



<li>It was <strong>discussed</strong> that as an endorsement of the achievement states, this is a fair reflection of where Stream is now and where Stream is focusing, but that this can be revisited as progress is made. It is an endorsement on the direction of travel.&nbsp;</li>

<p>September&#8217;s AG2 meeting was aimed at:</p>



<p>1. Updating members on the governance changes and role of pillar champions</p>



<p>2. Providing feedback to the pillar champions on strategy and achievement states for Technology and Operations</p>



<p>Date: 30th September 2024 10:00-11:30 BST&nbsp;</p>



<p>Location: online</p>



<p>Summary:</p>



<ul>
<li>It was <strong>noted</strong> that the Technology and Operations pillar objectives and key results (OKRs) are as follows:&nbsp;
<ul>
<li>Technology: Enhance the platform to ensure that user (publishers and consumers) needs are met and the discoverability and facilitation of accessing data is as seamless as possible.</li>



<li>Operations: Empower the Stream team and Stream members to drive impactful data sharing and collaboration.</li>
</ul>
</li>
</ul>



<ul>
<li>It was <strong>noted</strong> that two use cases, APR23 and APR24, have met 100% contribution, alongside four with good results. Drinking water quality is at 73% and expected to reach 100% by the next AG2 meeting.&nbsp;</li>



<li>When <strong>discussing</strong> the EIR Schema, the Schema team has: 
<ul>
<li>Accepted: Many of the companies have low or no tech, so storing in spreadsheets or inboxes is fairly unstructured in some cases. We do accept that but we do think that peer to peer sharing could inspire innovation.</li>



<li>Investigated: if&nbsp; the combined dataset may be available under EIR. It was determined this dataset would not constitute as environmental so does not apply.</li>



<li>Mitigated: There is a PR risk of being seen to work as a monopoly, which is why good communications are required to reinforce positive reasons for sharing EIR data</li>



<li>Removed: Requests have lots of personal data, including email and names. Each company is responsible for redacting that data and we have not requested any of the personal data as part of the schema.</li>



<li>Squeezed: the potential good PR, can show that data is already released, proactive approach, know what people want to see, publishing before being mandated to do so, cost-savings on data gathering, knowledge sharing/best practices</li>
</ul>
</li>
</ul>



<ul>
<li>It was <strong>noted </strong>that refinements sessions for the proposed data structure have been helpful and can continue to be so, with externals welcome to join..</li>



<li>It was <strong>noted</strong> that members reflected on the purpose and outcomes, with ideas captured on the Miro board:&nbsp;
<ul>
<li>Key questions included:&nbsp;
<ul>
<li>Are we being ambitious enough?&nbsp;</li>



<li>Is there anything we can take out?</li>



<li>Are there any areas where you would want further input on? (Where should we focus people’s attention?)</li>



<li>Which things would you highlight to the steering group?</li>

<ul>
<li>The technology pillar was <strong>discussed</strong> and it was <strong>noted</strong> that tech needs to be fit for purpose to deliver the objectives of the other pillars (ecosystem, operations, use cases).</li>



<li>The importance of updating and reflecting the language to represent the lifecycle of ideas and Stream&#8217;s journey was <strong>noted</strong>. The AG discussed that publication is not the final point of data publishing, but where the programme can demonstrate the true value and identify where feedback can be integrated into processes.&nbsp;</li>



<li>It was <strong>noted</strong> that understanding the processes may not be the right achievement but instead that members are able to influence and update the processes, to reflect the agility of the project.</li>



<li>It was <strong>discussed</strong> that the nuances of the term engagement need to be solidified, whether this refers to retaining, onboarding or targeted groups.</li>
</ul>



<p>The next meeting will take place on 25th November 2024.</p>

<li>It was <strong>noted</strong> that members will give feedback on the miro board, focusing on purpose, outcome and achievement statements. The Use Case pillar requires critical input with a want to understand the focus that members are looking for this programme of work to deliver.</li>



<li>It was <strong>discussed</strong> that the aim of the four pillars is to bring water company members into the operation of Stream, allowing for true collaboration and embedded water company expertise.&nbsp;</li>



<li>It was <strong>discussed</strong> that members will offer insights on key questions surrounding the ecosystem pillar. The framework for engagement was discussed, and a 3 strand approach presented for review.</li>



<li>Members were asked to <strong>discuss</strong> the purpose and outcome statements for the ecosystem pillar and it was <strong>noted</strong> that each pillar having a clear purpose and outcome statement is a helpful format to apply across pillars.</li>



<li>It was <strong>noted</strong> that good progress is being made across the relevant OKRs. From a Use Case and Datasets perspective there is a focus on growing the amount of data published to Stream and that this will be driven through value and potential work on larger data sets.</li>



<li>The use of the marketing funnel was proposed, to map the progression from being aware to actively engaged, it being <strong>noted</strong> that having a retention or referral metric would be useful for the groups that take action.</li>



<li>The effectiveness of driving awareness through posting on Linkedin was<strong> discussed</strong>, with a point to measuring the impact of each post against its purpose to drive action.&nbsp;</li>



<li>It was <strong>noted</strong> that other channels should be explored for measuring engagement due to the limits of LinkedIn use, particularly for engaging in academia where engagement is higher via journals and conferences.&nbsp;</li>
</ul>

<p><strong>Summary:</strong></p>



<ul>
<li>It was <strong>agreed</strong> that:
<ul>
<li>The discussion and voting process that takes place across the Steering Group, Advisory Groups and Working Groups would be written up and shared with Steering Group members so that they have oversight on where to turn to if they need additional information.</li>
</ul>
</li>
</ul>



<ul>
<li>It was <strong>noted</strong> that:
<ul>
<li>The Ecosystem OKRs are being reviewed by the Working Group on 10th September to ensure their feasibility and to take into account resource constraints.</li>



<li>The remaining OKRs need to be reviewed by members and voted upon by 10th September.</li>



<li>There was a positive sentiment towards the funding bid proposal, which will allow the NWL and BAU teams to move forward with the bid proposal work.&nbsp;</li>



<li>However, water companies will need time for internal review before signing off the new proposal.</li>



<li>RSK, CReDO and NDT x ESO are potentially great opportunities for Stream, however, some water companies expressed caution, particularly around RSK and NDT x ESO.
<ul>
<li>Water companies expressed the need for legal team involvement, as well as more funding, and resources to allow for full involvement with these opportunities.</li>
</ul>
</li>



<li>Any member is welcome to review and comment on the Governance Working Group document, which is linked below.</li>



<li>The main focus for the Governance Working Group are the achievement states for each of the pillars from 2024-2028, using the relevant forums to develop that thinking.</li>
</ul>
</li>
</ul>



<ul>
<li>It was <strong>discussed</strong> that:
<ul>
<li>The potential introduction of a new licence condition could be a really positive thing, helping to focus and align water companies, whilst pushing them to go further.
<ul>
<li>Stream could be an important stepping stone towards key outcomes.</li>



<li>However, water companies expressed concern that there’s a risk that the licence condition may become too output focused i.e. how many datasets have been published.</li>
</ul>
</li>



<li>Members have not always had enough time to discuss certain items during the Steering Group meetings before being asked to vote.
<ul>
<li>The Governance Working Group will be sending around more information about the different forums available to members to be involved in the separate stages of discussions.&nbsp;</li>
</ul>
</li>



<li>Additionally, for some members, it is hard to get external engagement in Stream topics, meaning that offering official endorsement can be tricky.
<ul>
<li>The BAU team is working on an engagement pack that will support engagement within water companies, which will be distributed to members once it has been finalised.</li>
</ul>
</li>
</ul>
</li>
</ul>

The aim of this meeting was for members to discuss and understand any risks, issues and dependencies to publishing the Open Active data in time for the September deadline.</p>

<li>OpenActive: do we bypass or utilise the Stream platform?
<ul>
<li>Maximising data discoverability will require showcasing and signposting to the Stream platform if users are directed straight to OpenActive.</li>
</ul>
</li>



<li>Boundary data: agreeing minimum attribute standards
<ul>
<li>Speaking to the Environment Agency will help with aligning on standards.</li>
</ul>
</li>
</ul>
</li>



<li>It was <strong>noted</strong> that, following the Use Case (UC) workshop, AG2 was asked to consider the technical and legal implications of the prioritised UCs.

<li>Open use case
<ul>
<li>Increased data and insight on waterways will be beneficial to companies</li>



<li>There is concern that once the data is published, it is out of Stream’s control</li>



<li>It is a non-standard data schema</li>



<li>Using a shared ontology should be a priority</li>

<li>Environmental Impact Report (EIR)

<li>Regulations will be consistently applied so similar requests can be flagged and responded to</li>

<li>Following the Hack Day, a governance working group has been formed to continue discussions. The operational pillars will be reviewed to ensure they’re adequately represented across governance. The group will present to the AG if they would like to propose any refinements.</li>



<li>The roles in the Trust Framework have been renamed as ‘officer’ e.g. Trust Framework Licence Officer and Trust Framework Data Officer.</li>

<p>In August, we brought together Stream’s Advisory Group 1 (Market &amp; User Needs) which comprises subject matter experts from 16 water companies and other industry stakeholders. Co-chaired by<a href="https://icebreakerone.org/"> Icebreaker One</a> and <a href="https://www.streamwaterdata.co.uk/" title="Stream">Stream</a>, this group advises and supports the project partners as they commence work on Stream’s <a href="https://icebreakerone.org/2023/05/22/stream-wins-further-funding-from-the-ofwat-water-breakthrough-challenge/">Implementation Phase</a>. The aim of this meeting was for members to discuss and vote on both the upcoming shared use cases and open use cases.</p>

<p><strong>Summary:</strong></p>



<ul>
<li>It was <strong>noted</strong> that external stakeholder engagement can be encouraged by sharing work across professional networks and forming stakeholder engagement groups. Lessons learnt from citizen science projects and Stream’s journey so far will also be valuable.</li>



<li>It was <strong>noted</strong> that the Use Case Workshop with Stream Water Co members explored the value and feasibility of potential use cases, producing a top three. Members were requested to <strong>discuss</strong> the prioritised shared use cases:
<ul>
<li>EIR requests
<ul>
<li>There are other organisations that this use case could relate to.</li>



<li>This data can start as shared and further steps can be taken to make it more open.</li>
</ul>
</li>



<li>Energy resilience
<ul>
<li>There is a risk that there has not been enough engagement with stakeholders for this use case, but it could be a future opportunity.</li>
</ul>
</li>
</ul>
</li>



<li>For the Open Use Case, Cleaning up the UK’s rivers and seas, external stakeholders (e.g. researchers, citizen scientists, innovators) have been interested in supporting the use case. This use case also aligns with the new government’s priorities and Stream’s objectives. It was <strong>discussed</strong> that:
<ul>
<li>River data will encompass lots of data types e.g. sources of data, lab samples, water quality samples.</li>



<li>Legal action taking place against some water companies may inhibit this data being shared.</li>



<li>Other projects may be able to use the data e.g. <a href="https://waterinnovation.challenges.org/winners/river-deep-mountain-ai/">River Deep Mountain AI</a></li>
</ul>
</li>



<li>A vote took place asking members for endorsement on taking forward the prioritised use cases. Quorum is yet to be reached and results will be confirmed on Tuesday 20th August 2024.</li>



<li>It was <strong>noted</strong> that governance discussions took place during the Hack Day. A working group will be focused on discussing and working through challenges in this area.</li>
