Following the pilot and creation of the sandbox in 2025 to establish the key components for the technical solution, 2026 will continue the focus on go-to-market: operating and maintaining the sandbox and production environment, onboarding more members, particularly FSPs, and making any necessary improvements to the implementation and processes.

Budget
IB1’s costs of operating and implementing Perseus aligned with its original projections (£2.1M/year) spread between members, after which the annualised costs will reduce to an operating model (co-designed and agreed with Members) to enable iteration, expansion, and ongoing operation of the Scheme.
Total costs are monitored and reported to the Delivery Oversight Committee (DOC) and summarised to the Steering Group in accordance with the programme’s governance process.
Membership fees to support this have been split on a sliding scale based on organisation type and size.
